The Obama Administration promised that would make the massive stimulus package transparent and highlight how well (or poorly) it's working. But Eric Umansky, senior editor at ProPublica, says it's hard to track the stimulus money because the numbers on the website just don't add up.

Local news in Phoenix area reporting that stimulus money hitting local police departments this week, postponing or preventing scheduled lays-offs for next two-three years. Is this "negative avoidance" calculated in stimulus impact?
